Tommy Dower was said to be the head of the Aboriginal group living in the Cockburn-Mandurah area in the 1880s and 1890s. He was sometimes referred to as 'King Dower', and featured in reminiscences of Cockburn settlers. The three men in the photograph are named 'Jordie - Tommy Dower - Billy Goat.' Western habits of giving infantile nicknames to Aboriginal people make it impossible to know the men's real names, and little about their heritage is recorded. |
